The Building Partnerships for Youth Program Assessment Tool was created to help administrators and program personnel assess their program's current capacity to address each of the 21 elements of youth development and thus make informed decisions regarding future program directions.

This brief self-assessment provides an immediate feedback report. This report indicates how well a program is currently addressing each of the 21 elements of youth development.

Resources pages with tips for incorporating the 21 elements are currently linked to the report. Each resource page includes:

  • Sample youth activities
  • Helpful web links
  • Relevant research
  • Suggested program models to explore

Research has shown that a youth development approach to programming for young people 9-13 can have profound impacts on a variety of outcome areas including improved academic performance, increased citizenship, higher rates of college attendance, reduced substance abuse, violence and sexual risk behaviors (Blum, Beuhring, & Rinehart, 2000; Catalano, Berglund, Ryan, Lonczak, & Hawkins, 1998; National Research Council, 2002; Resnick, Bearman, Blum, Bauman, Harris, Jones, Tabor, Beuhring, Sieving, Shew, Ireland, Bearinger, & Udry, 1997).

Programs as diverse as formal in-school classes, after-school programs, community-based programs such as 4-H or Girl Scouts, faith based groups, summer camps and diversion programs could all benefit from a curriculum that includes the 21 elements of youth development.
